Transport and online ticket office – set or postpone?

Small and medium-sized businesses, and so life is not easy. If you sell something, you must sell it through an online cashier. The state has announced total control over the sale of each product. And under this “sell something” means travel, – this is required by Federal Law 54.

Now public transport drivers, conductors and taxi drivers are required to punch fiscal checks and sell tickets through smart terminals. However, even this decree has accumulated a significant number of amendments, which is why transport companies are perplexed whether to rush into buying a ticket office or a pos-terminal before July 1, 2019, or is it still time to wait?

Among all areas of activity, the sale of travel documents (tickets) by drivers or conductors in public transport is indicated. Also in the article it is written that, starting from July 1, drivers still have to break through fiscal checks and buy a cashier.

If we again refer to the law, then in the same letter of the Federal Tax Service dated November 22, 2018 No. U-4-20 / 22602 @ special conditions are specified for transport companies that carry out calculations using electronic means of payment and subject to the use of automatic devices for calculations. Such means are transport validators with built-in pos-terminals.

Transport workers in large cities, for example in Moscow, have already introduced pos-terminals, which are located on the vertical handrails of buses, minibuses, and trams, where you can pay for travel by transport, bank card or smartphone.

Passengers do not bother the driver, but personally use the validator to pay for travel and recharge their transport card. Also validators can print tickets and checks.

However, this does not work if the passenger needs to purchase a one-time ticket for two trips. Here, you still have to disturb the driver and ask to punch a ticket. And for 54-ФЗ and 112 ПП the terminal must accept cash for payment and issue a fiscal receipt with obligatory details, company name, type of transport, ticket price and other information.

From this it follows that the cash register will still have to be installed, or the cashier should be provided with the cashier, since validators do not accept cash.

On April 5, 2019, there was a discussion of another amendment to the 54-FZ bill, which again shook all participants in the online cash register market. Chairman of the State Duma Committee on Budget Andrei Makarov proposed to transfer the cash reform until 2022 and gradually move away from the idea of ​​stationary cash desks, and transfer everything to the “cloud”.

For example, the same couriers will be able to deliver goods to customers and, if necessary, show the QR code of the check, by which it is possible to identify the purchase through the FTS Checking of Cash Receipt application. If the client wants to return the goods, the courier will also be able to send an electronic copy of the check to the client’s email.

If these amendments are approved and introduced into the bill, the transport workers will also move to a waiting position.

At the moment, smart terminals are inconvenient for drivers. Although it is worth noting that the cost of buying a ready-made smart terminal with embedded transport software and acquiring is much cheaper than buying and installing a transport validator in a vehicle.

Regardless of the prescriptions of the law, the cash market has already prepared and launched several mobile models.

Immediately, we note that stationary cash registers are connected to the onboard transport network, therefore they are always ready for work and do not require recharging. But mobile minicars need to be regularly charged from the cigarette lighter or portable battery, powerbank.

Perhaps, if there is a conductor on the bus, the smart ticket office is a very convenient and fast machine for printing fiscal checks, which are tickets themselves.

But for a driver who does not have Caesar’s talent, taking on several cases at the same time is an inappropriate and distracting thing. Accordingly, in order to sell a ticket to each passenger and break through a check, it will take a little longer to stand at the bus stop. And this leads to loss of time and nerves of both the driver and passengers.

Therefore, while the state is not exactly sure, they will shift the cash reform and come up with new technologies that seem to help keep track of all transactions, but, on the other hand, transport workers will make life easier – you don’t need to hurry to buy a cashier in a minibus.

In addition, do not get fooled by marketing tricks by box office manufacturers – they deliberately affect the potential fears of individual entrepreneurs and force them to shell out for the purchase of a cash register.
